“The Fuhrer wants to take extremely harsh measures against the Jews. They themselves need to fix their business. The insurance companies will not pay them anything.”

Kristallnacht riots broke out on the night of November 9-10, 1938 (16 Cheshvan 1939) at the initiative of the Nazi propaganda minister Goebbels, in which a brutal pogrom was carried out throughout the Third Reich (Germany and Austria) on Jews, their businesses and synagogues. Despite the severe damage suffered by the Jewish people that night, and despite European condemnation of Nazi Germany, the days following the pogrom were marked by blaming the Jewish victims themselves for the crime committed against them and taking a series of punitive measures against German Jews. According to Goebbels’ diary, as early as November 10, Hitler decided on the orders that Goering would give two days later: “The Fuhrer wants to take very harsh measures against the Jews. They themselves have to fix their business. The insurance companies will not pay them anything.” The damaged Jewish shops were insured with German insurance companies for a total of $ 6 million that was actually imposed on these companies after the disruptions. At a meeting held at Goering’s headquarters attended by senior members of the Nazi regime, including Himmler, Josef Goebbels, and Heydrich, and representatives of the insurance companies, it was decided that the Jews would bear all the expenses of repairing their businesses; The Reich will confiscate all payments received from German insurance companies; And the payment of a ransom to the German Reich will be imposed on all Jews and citizens of Germany in the amount of 1,000,000,000 Reichsmark.
Moreover, at that meeting it was decided on a large number of measures to be taken against the Jews. An order was issued forbidding Jews from participating in the economy as of January 1, 1939. The Jews had to sell their businesses, their lands, their inventory of goods, their jewelry, and the works of art they owned.

The fine before us was given to the Jew Dr. Raphael Goldstein, a resident of Berlin, and was sent to him about a month after the riots – on December 9, 1938, in the spirit of the days after Kristallnacht. A statement from the German Reich states that according to the property tax ordinance imposed on Jews on November 21 (about a week and a half After Kristallnacht), he must pay a ‘property holding fee’ in the amount of 5800 marks in four installments of 1450 marks each in four months starting December 15, 1938. After the last date for collection will be collected by force and without prior notice all payments unpaid on set dates, plus 2% For any payment not paid on time.
