The purpose of the pamphlet was to arouse the countries that at the time maintained neutrality to join the war and strike the cruel German enemy.

Next to each illustration is a section of a French report documenting the crimes the Germans committed against an innocent population - attacking old women and children and murdering them in France and Belgium after the Germans entered the cities. In the introduction by Paul Escudier, Vice President of the Foreign Affairs Committee, Member of Parliament in Paris, he goes on to describe the brutality of the Germans in the countries conquered by them in the war. Next to each illustration is a quote from a French official report describing the horrific scene that appears in it.
All of them show German soldiers abusing and murdering a civilian population, alongside a section of official French or Belgian reports documenting the event.
