Composition to the strengthening of the Jewish community in Kyiv. The author brings evidence and letters from non-Jewish sources who gave licenses to Kyiv Jews to live in their districts, against claims that were made around the year the book was written, as if the Jews had usurped their places of residence. In addition, there are excerpts from the register of the Hevra Kadisha Society in the city. The author, Avraham Kupernik, was one of the most active Jewish public activists in Kiev at that time. Among other things, Kupernik renewed the Kadisha Society, and rewrote its regulations.
