At the center of the card, the regulations are stated: “Every consumer over the age of 14 receives a subscription card. Milk purchases must be registered with a milk distributor during the week of February 3 to February 8, 1941. Not valid without entering a name. There is no entitlement to a fixed allocation quota. The allocation depends on the quantity of low-fat fresh milk produced. The milk distributor must detach the corresponding section of the day after each milk distribution! No refund will be given for lost identification cards.”

During this period, the food supply system in Austria was highly regulated due to the war and Nazi occupation. The cards were part of the rationing policy, restricting essential materials based on population categories. Laws requiring Jews to present special cards or licenses to obtain essential goods were a means to implement the systematic rationing of food and basic necessities.
