In 1921, Winston Churchill visited the Land of Israel in his capacity as British Colonial Secretary, accompanied by Herbert Samuel, the first High Commissioner. This was a politically significant visit during the early stages of the British Mandate, aimed at assessing the situation in the country and formulating British policy regarding Zionism and Arab national aspirations. Samuel saw himself as a mediator, a liberal British Jew who supported the idea of a national home but sought to implement the project slowly and sensitively to avoid conflict with the Arabs. During the tour, Churchill was presented with the positions of the Jewish Yishuv, agricultural enterprises, and youth movement performances, in an effort to highlight order, vitality, pioneering capability, and development potential. Shortly thereafter, the Jaffa Riots broke out, making the question of British policy more urgent. In response, Churchill formulated the 1922 White Paper, which attempted to balance the Balfour Declaration with Arab concerns, and stated that the national home did not mean a Jewish state. It was also during this period that the administrative separation between Transjordan and western Palestine was enacted. For the Zionist movement, Churchill’s visit represented a form of official recognition of the strength and organization of the settlement enterprise, carrying both symbolic and practical weight.
