Malcolm John Macdonald [1901-1981] British politician and diplomat. In 1939, he served as Colonial Minister and was named the "McDonald's White Paper" which greatly exacerbated British Mandate policy in Israel and restricted Jews from immigrating to Israel. In February 1939, Macdonald convened the Round Table Conference at the Palace of St. James in London, attended by Jewish representatives from the Zionist movement and from Israel, Palestinian Arab representatives and representatives from neighboring Arab states. MacDonald, according to the conference, proposed a resolution allowing Jews to immigrate to Eretz Israel, until their population reaches 40%. Continued increase beyond this percentage will require Arab consent. In addition, the British government will end the mandate and establish an independent Arab state in the Land of Israel, which is allied with the United Kingdom, provided peace is ruled in the country. This proposal was rejected by both Jews and Arabs. Macdonald has been severely criticized by the Jewish community. And in dozens of articles, posters and demonstrations, He was compared to Adolf Hitler and the White Paper to the Nuremberg Laws.
