A letter in the handwriting and signature of the Chief Rabbi of Turkey Rabbi Raphael Moshe Saban to Rabbi Shabti Halevi. In his letter, the Gaon protested the dishonor of the Torah committed by Rabbi Bachor of Meshulam, who dishonored one of the greatest scholars: "When my ears heard that the rabbi Bachor of MeShulam had the courage in his soul to disparage the honor of the glory of the distinguished rabbi... and behaved in a mean way...".

The genius Rabbi Raphael David Saban [1877-1960] member of the Istanbul city council, dayan and father of the local court, rabbi of the Italian community in the city, and at the end of his days Chacham Bashi and the last chief rabbi of Turkey. Author of the book Madra's L'Perushim - glosses on Rash"i. Many of his handwritten innovations and glosses were printed in "Zecher Asot" book by Rabbi Yaakov Argoiti, and more. After the beginning of Rabbi Ben-Zion Hai Uziel's tenure as Rishon Lezion, Rabbi Saban was offered the position of chief rabbi to Tel Aviv, but he refused, so as not to leave his congregation without a leader.
