Mishmar Ha'am was a unit of volunteers dedicated to maintaining order in the large cities of Haifa, Tel Aviv and Jerusalem. It was established in Haifa in 1942 by Edmond de Karolik [former cavalry officer in the Polish army], after the threat of occupation by Rommel's armies, Became part of the Haganah's defense.
