Instructions from the committee of the Hebrew community, the Rabbinical Court and the Chief Rabbinate of Tripolitania, regarding additions to the prayer for the first Israeli Independence Day, 5th of Iyyar 1949. The declaration is written in Judeo-Tripolitanian. Tripoli (Libya) 1949. Published three days before the first Independence Day.

The instructions state that according to the decision of the Rabbinical Court and the Chief Rabbinate of Tripoli in cooperation with the Chief Rabbis of Eretz Israel, for the occasion of Israeli independence and liberation from the British rule, a grace after meals should be held and Mizmorim 122 and 126 should be recited, in Arvit prayer "Mizmor Simchati BeOmrim Li" and Mizmor "BeShuv Hashem Shivat Zion" should be said, in Shacharit "Nishmat Kol Hai" should be said, when taking out the Torah scroll a prayer for the peace of the State of Israel should be said, and three ascenders to the Torah reading will read in the Parasha of "Ki Tavo" and say Haftarah with Isaiah "Kumi Uri", at the end of the prayer the shatz' will deliver sermon before the community. In Mincha prayer will be read in the Torah Parashat K'doshim and Haftarah from Zechariah 8 "Ko Amar Hashem Hineni Moshia Et Ami".
