The agreement was formed in mid 1994 after for decades the leaders of Israel Rabin and Peres met secretly with Hussein, King of Jordan, who refused to hold open talks with them. On September 14, 1993, an agreed agenda for negotiations between Israel and Jordan was signed, and on July 25, 1994, the "Washington Declaration" was made on the north lawn of the White House. The declaration was preceded by a royal dinner attended by Israeli Prime Minister Yitzhak Rabin and King Hussein of Jordan. The peace agreement included clauses on borders, normalization, security, and more.
