Letter signed by David Ben-Gurion - Answer to a "sheilta" to Mr. Nir Raflex regarding the discretion which guided the government as to the financial expenditures in the War of Independence. 1/5/1949
In his letter, Ben-Gurion writes: "The government knows the nature of the state of emergency and the areas determined by the questioner for emergency regulations are not inherent in the Government and Justice Ordinance.
The state of the state's finances is an organic part of the management of war affairs, and sometimes it is possible that one-time action required for the capacity of the war effort ... ".
