The Gaon was asked about one who married a woman in America in the laws of the state courts in order to receive American citizenship, and did not spend an hour with her in one house, if such marriage exists and should be given a get. and Posek that "kiddushin without giving money and a shtar before witnesses is not kiddushin at all and does not require a get according to laws of Israel".
