"Igeret Bracha" from our great rabbi, the genius of Israel and Hadaro, a fighter in the war of the Torah... the minister of the Torah, Maran Zvi Pesach Frank Shlita, the head of the rabbis in Jerusalem" - Rabbi Frank's remarks sent to the opening of the Great Conference, in which he expresses his firm opinion to ban national service for women which he defines as 'גזירת העברה על הדת' ו'פרשה טראגית' and more horrific expressions against national service for girls, Published by the Public Conference for the Liberation of Girls from Recruitment and National Service, Jerusalem, 1954.

Rabbi Frank fought very hard against the law of compulsory recruitment for girls, and also against the National Service for Girls Law, for fear of a negative impact on girls. In a verdict he signed with Rabbi Zelig Reuven Bengis, Rabbi Isser Zalman Meltzer and Rabbi Dov Brish Weidenfeld, it was determined that recruitment and national service for girls are a Avizarayhu de Giluy Arayot that need to kill and not pass. Rabbi Frank saw these laws, along with other laws against the Torah as a spiritual danger the most severe.
