In 1948, Shapira was appointed a member of the People's Council, followed by the Provisional State Council, and a member of the People's Administration, and was one of the signatories on the Declaration of Independence. He continued to serve in the Knesset until his death in 1970. He headed the Hapoel HaMizrahi and from 1951 he headed the entire Mizrachi movement. Shapira signed this map as part of his role as interior minister, approving construction plans for the expansion and design of the city of Petah Tikva.
