Following various objections, mainly from the members of the old settlement, who expressed themselves in Fishkvill against the foundation of the Chief Rabbinate of Israel, the ad continues to strengthen the invitees to the conference: "Each of the invitees is obliged to come to the meeting on the date set, and there is no need to worry at all for any speech and writing that interferes with this holy assembly".

When the British Civil Administration was established and Herbert Samuel was appointed Commissioner, the activities resumed, among other things, to define the status of the Jewish community, which was unclear until that time. Thus it happened that delegations of Jews from Israel approached the Commissioner and presented their arguments, and the Commissioner, in response, appointed 2 committees: one - to examine the status of religious communities in Israel and their powers. And the second - to examine the problem of religious leadership of the Jewish community. During the discussions, it became clear that there was a tendency for the establishment of the Chief Rabbinate of Israel. After lengthy discussions around the question of the way the rabbis were elected, and their representation relations, it was decided to establish a voting body that two-thirds of its people would be rabbis, and one-third would be public representatives from across the country. The body was convened for the first time on February 24, 1921, at Adar I, and chose at the suggestion of the committee two chief rabbis: one Ashkenazi - Rabbi Avraham Yitzchak Hacohen Kook, and the other Sephardi - Rabbi Yaakov Meir. Thus, the Chief Rabbinate was established in 1921, under the auspices of the British Mandate, in place of the Bashi sage that took place under Ottoman rule.
