Official planning report dealing with the economic development of the Central African countries which were under the control of the British Empire after World War II as set out on November 12, 1945.

Detailed planning of the distribution of costs and expenditures and a development plan for the next ten years in the African city best known for its British colonial architecture. The report deals with planning since 1947 on a multidisciplinary scale: schools, universities, construction, factories, maintenance, road improvement, maintenance and deployment of telephone and telegraph lines, water sources, medicine, import and export, and more.
