The Gaon discusses the words of the owner of the Havat Yair, and the Gaon Rabbi Akiva Eiger regarding the financial obligation that a gentile undertook before he converted. He goes on to add on the personal side: "I heard that his honor was a long way off and TL [and thank G-d] returned with his Torah and healthy body because it is true that these countries, which are hot in their weather and cold in the spirit of Israel Saba, are not capable of settling our people ...

Rabbi Yitzchak Begun Av Beit Din of Radviliskis , Lithuania, author of the book "Sde Yitzchak". Perished in the Holocaust in 1943.
